I would drain the fork oil, take a bolt that would screw into the fork drain plug and drill a hole through it. put a rubber hose on it to the bottom of my cup containing the proper amount of fluid. Then put a hand suction pump on the air valve (valve stem removed) and suck the oil into the fork.
